Nigeria is accelerating its transition into a technology-driven future with an estimated $470 million invested in artificial intelligence-powered surveillance infrastructure. The investment, revealed in the report “Smart City Surveillance in Africa: Mapping Chinese AI Surveillance Across 11 Countries” by the Institute of Development Studies, positions the country as Africa’s leading investor in advanced surveillance and smart city technologies.
The report highlights how Nigeria’s growing network of AI-enabled systems includes facial recognition technology, automatic number plate recognition platforms, and centralized command-and-control centres. These systems are designed to support real-time monitoring, improve emergency response capabilities, strengthen law enforcement operations, and assist with urban traffic management.
Researchers noted that the country’s adoption of AI surveillance reflects a broader transition from traditional passive monitoring systems to intelligent technologies capable of analysing live data streams. Beyond security purposes, these systems are also being integrated into wider urban planning efforts aimed at improving efficiency in rapidly growing cities.
According to the study, many of the surveillance platforms deployed across Africa are supplied by Chinese technology companies and financed through concessional lending arrangements. This model has enabled governments to roll out large-scale smart infrastructure projects more quickly, particularly in densely populated urban areas where public safety concerns continue to rise.
While the report raised concerns about transparency, procurement disclosure, and accountability surrounding some of the spending, it also underlined the speed at which African governments are embracing digital transformation. Analysts say Nigeria’s investment reflects a determination to modernize public infrastructure and respond more effectively to evolving security challenges.
