In a country where delays, red tape, and rising costs have become the norm in housing delivery, the federal government’s new Build Canada Homes plan enters the ring with bold promises—and familiar challenges.
In 2025, Ottawa launched Build Canada Homes (BCH), a sweeping policy framework positioned as the most ambitious housing plan since World War II (Liberal Party of Canada, 2025). Its goal: to double Canada’s housing construction in a decade by reintroducing the federal government as both a builder and funder of new housing.
The Core of the BCH Plan:
- Direct Development on federal lands in partnership with non-profits, developers, and Indigenous communities
- $25B in financing and $1B in equity to support modular and prefabricated home construction
- $10B in low-cost financing for affordable, supportive, and Indigenous housing
- $2B allocated for student residences and seniors’ homes
- Consolidation of existing housing programs from CMHC under the new BCH agency (CMHC, 2025)
Supporting Policy Measures:
- 50% cut to municipal development fees for multi-family projects
- GST rebate extended to homes priced up to $1M (up to $50,000 savings per buyer)
- Return of tax incentives for rental housing, echoing the 1970s MURB program
- Push for pre-approved designs and modular construction to cut permit delays (RBC, 2025)
Early Engagement:
Public and industry consultations launched in August 2025, seeking input from developers, non-profits, academics, and Indigenous partners (Global News, 2025). Emphasis was placed on Canadian-sourced materials, 3D printing, and fast-tracking use of federal lands (Storeys, 2025).
