Since February 2023, travelers staying in Vancouver hotels and Airbnb accommodations have been contributing to the city's FIFA World Cup expenses through a dedicated 2.5% accommodation tax. This Major Events Municipal and Regional District Tax (Major Events MRDT) adds $2.50 on each $100 paid for short-term accommodations, effectively making tourists worldwide partial sponsors of the tournament.

Escalating Tournament Costs

The financial picture for Vancouver's FIFA hosting duties has grown significantly more expensive than initially projected. What started as a $260 million estimate in 2022 has now ballooned to up to $624 million as of recent projections. The City of Vancouver costs for public safety and security, creating team training sites, organizing the FIFA Fan Festival represent approximately $246 million of these expenses.

Security and Safety Investments

Public safety represents one of the largest expense categories, though security costs have not been publicly released. Vancouver Mayor Ken Sim has indicated the city will "make the necessary investments to make sure that people are safe in the city of Vancouver" during the tournament. These security measures are essential for an event expected to attract hundreds of thousands of visitors and require coordination between multiple levels of government.

The complex security operation involves multiple stakeholders working in coordinated layers. The Host City of Vancouver serves as the primary coordinator, working directly with the Vancouver Police Department for local law enforcement and crowd control. The Royal Canadian Mounted Police (RCMP) handles federal security concerns, including border security and threat assessment. Private on-site security guards will manage venue access and perimeter control, while specially trained ambassadors will serve as the public face of security, helping visitors navigate safely while maintaining surveillance.

High-profile visitors including the Prime Minister, visiting government officials, and international dignitaries will require dedicated security details from the Prime Minister's Protective Detail and diplomatic security services. Additionally, FIFA's own security personnel, Canada Border Services Agency officers, and emergency response teams from Vancouver Fire and Rescue Services will form crucial components of this multi-layered security infrastructure designed to protect both participants and spectators. There will be a lot of coordination involved.

Accommodation Crisis and Solutions

The accommodation situation reveals a concerning reality for Vancouver's hospitality sector. While established hotels along Broadway and downtown are reporting solid bookings at premium rates, the city faces a broader accommodation shortage. Unless shovels are already in the ground, it's unlikely Vancouver will see any new hotels by 2026, according to UBC business professor Tsur Somerville.

Regarding player accommodations, specific details about where soccer teams will stay remain undisclosed for security reasons. However, FIFA typically requires host cities to provide luxury hotel accommodations near training facilities and stadiums, which would likely be booked well in advance through official tournament channels.

Future Accommodation Strategies

Vancouver City Council has explored innovative solutions to address the accommodation shortage, including discussions about floating hotels and modular accommodations. "They can be built off-site, very environmentally friendly and literally brought in" as one council member noted. These temporary solutions could help address the anticipated influx of visitors without creating permanent overcapacity.

While specific Airbnb regulations for 2026 haven't been finalized, the city recognizes the need to maximize available tourist accommodation. The current hotel tax already applies to short-term rental platforms, ensuring that all visitors contribute to tournament costs regardless of their accommodation choice.

The FIFA surcharge system represents a novel approach to event financing, essentially crowdsourcing tournament expenses from the global traveling public rather than relying solely on taxpayer funding. As Vancouver prepares for this massive sporting event, the accommodation tax ensures that those who benefit from the tournament experience also contribute to making it possible.
