Langley’s skyline, or at least its suburban streetscape, may soon look very different. On October 10, 2025, the Township of Langley issued a public notice announcing a rezoning proposal (Bylaw No. 6166, Application RZ100654) that could pave the way for approximately 124 townhouses on the 7700 block of 202A Street in Willoughby. The public hearing is set for October 20, where the council will decide whether to rezone the property from Suburban Residential Zone SR-2 to Comprehensive Development Zone CD-131.
This proposal represents far more than just another townhouse project. It’s a tangible indicator of Langley’s accelerating push toward higher-density living, a theme now resonating across the Metro Vancouver housing landscape. With affordability challenges and a supply crunch driving planning reform, municipalities like Langley are embracing townhome developments as a practical middle ground between detached homes and high-rises.
For the Willoughby neighbourhood, this zoning change could become a turning point. Once characterized by wide lots and detached homes, the area is rapidly evolving into a mixed-density community. Investors and developers have taken note; land once valued primarily for single-family use is now drawing attention for multi-unit redevelopment potential.
Residents, however, are divided. Some welcome the additional supply and renewed vibrancy it may bring; others fear traffic congestion and changing neighbourhood character. But as demand for townhomes surges, especially among young families priced out of single-family homes, the shift feels inevitable.
For landowners, the message is clear: density equals opportunity. Those holding SR-2 zoned properties nearby may soon find themselves at the forefront of rezoning interest or redevelopment proposals. Developers should also monitor the Council’s decision closely. Approval of Bylaw 6166 could signal a wave of future CD-zone applications in Willoughby, aligning with Langley’s long-term growth strategy to accommodate thousands of new residents in the coming decade.
The upcoming Council meeting on October 20 is more than a procedural step; it’s a litmus test for how aggressively Langley will pursue housing density.
