In January 2025, President Donald Trump first unveiled the Stargate Project, a $500 billion initiative over four years to bolster U.S. AI infrastructure, countering China’s tech race.

Led by OpenAI, SoftBank, Oracle, and MGX, with Microsoft and NVIDIA as partners, the project kicked off with $100 billion for data centers, starting in Abilene, Texas. Trump pledged to expedite development through emergency declarations, citing an “inadequate and intermittent energy supply” to power AI’s surging demand.

At the White House, alongside SoftBank’s Masayoshi Son, OpenAI’s Sam Altman, and Oracle’s Larry Ellison, Trump emphasized keeping AI infrastructure domestic, boosting energy production to support innovation.

Building on this, OpenAI launched “OpenAI for Countries” in May 2025, extending Stargate’s vision globally to promote democratic AI. Responding to global demand for sovereign AI infrastructure, the initiative offers nations secure data centers, customized ChatGPT for localized healthcare and education, and robust AI safety protocols respecting democratic principles.

It also includes national startup funds to foster AI ecosystems, creating jobs and industries. Partner countries will invest in expanding Stargate, reinforcing U.S.-led AI leadership.The first milestone, Stargate UAE, is a 1-gigawatt AI cluster in Abu Dhabi’s 5-gigawatt UAE–U.S. AI Campus, announced May 17, 2025.

Built by G42 with OpenAI, Oracle, NVIDIA, SoftBank, and Cisco, it uses NVIDIA’s Grace Blackwell GB300 systems and Cisco’s zero-trust security. Set to launch in 2026, it ensures data sovereignty and drives innovation in healthcare, energy, and more.

“Stargate UAE transforms our vision into reality,” said Altman, while G42’s Peng Xiao called it a “bridge for global progress.”

The initiative aims to partner with 10 countries initially, inviting governments to engage via U.S. representatives or OpenAI’s global offices. With AI data centers projected to triple electricity demand by 2028, per a Lawrence Berkeley National Laboratory report, Stargate’s nuclear, solar, and gas-powered facilities aim to balance innovation with sustainability, shaping a democratic AI future.
