Artificial Intelligence (AI) is viewed as the most important future technology by nearly three-quarters of German companies, yet only around 20% are currently utilizing AI in practice. According to Bitkom, Germany's leading digital association, while the country's national AI strategy has significantly advanced foundational research, the transfer of knowledge into real-world applications remains slow.
In response, Bitkom has published “10 Recommendations for a Successful AI Future” aimed at positioning Germany as a global leader in AI and unlocking the country’s vast innovation potential. These recommendations are intended as guidance for the federal government to accelerate progress and overcome key barriers such as underdeveloped AI computing infrastructure, limited talent availability, restricted access to training data, and regulatory constraints that stifle startups.
The ten strategic recommendations include:
- Strengthening the national AI strategy and expanding it into an application-focused strategy.
- Targeted expansion of high-performance AI computing infrastructure and improving access to it.
- Consolidation and reinforcement of AI funding programs.
- Expanding the AI talent pool at all levels of education and industry.
- Creating an innovation-friendly regulatory environment for AI.
- Facilitating better access to training data for AI development.
- Improving the framework conditions for AI startups and scaleups.
- Investing further in AI research and securing digital sovereignty.
- Turning public institutions into drivers of AI innovation.
- Expanding state-level AI competence and capacity.
Bitkom emphasizes that AI is a key factor for digital sovereignty, economic competitiveness, and global leadership. The association’s mission is to transform Germany into a top-tier digital hub, advancing digital transformation in business and government while ensuring inclusive participation in technological progress.
