Today marks 25 years since September 11th changed how the world thinks about security — a reminder that the biggest threats aren't always the ones we can see coming. That's worth keeping in mind, because a different kind of threat is quietly building right now, one that has nothing to do with planes or borders: it's digital, and it's already underway.

In the 1950s, the world watched two superpowers race to stockpile nuclear weapons, each side betting that whoever built the bigger arsenal first would hold the upper hand — and the other's fear would keep the peace. Seventy years later, a new race has begun, and this time the weapon isn't a warhead. It's a quantum computer.

  • Today's encryption — the math protecting your banking details, medical records, and government communications — is unbreakable by any computer that exists. But a sufficiently powerful quantum machine could crack it in a fraction of the time. That machine doesn't fully exist yet. The danger, though, is already here, in a strategy security researchers call "harvest now, decrypt later" (HNDL): bad actors — cybercriminal syndicates, organized crime networks, and authoritarian governments — are already scooping up and storing today's encrypted data, patiently waiting for the day quantum computing catches up so they can unlock it all at once.

It's an unsettling echo of the Cold War calculus: whoever gets there first gains enormous leverage over everyone else. Except this race isn't about stockpiling missiles — it's about stockpiling other people's secrets, and cashing them in later.

The reassuring part of the story is that responsible governments and institutions aren't sitting still. According to the World Economic Forum, the pace of preparation accelerated sharply this year. In the United States, the Treasury launched a Quantum-Readiness Task Force for the financial sector in August, following June executive orders from President Trump directing federal agencies to transition to post-quantum cryptography by 2030.

The European Commission has published a coordinated roadmap pushing EU member states toward quantum-safe standards by the end of 2026, with critical infrastructure to follow by 2030. France's cybersecurity agency will stop certifying non-quantum-resistant security products starting in 2027. Switzerland's FINMA has ordered financial institutions to build migration plans and defend against harvest-now-decrypt-later attacks specifically. Japan and a growing number of African nations, including Rwanda, are moving in parallel.

The message from all of them is consistent: don't wait for the quantum computer to arrive before defending against it. The WEF recommends organizations take stock of where encryption is used, build "crypto-agility" so algorithms can be swapped out without a costly redesign, and layer classical encryption with new post-quantum methods as a safety net.

Just as nuclear deterrence in the 1950s depended on which nations could out-build and out-innovate the other, the quantum era will depend on which governments and institutions can out-prepare the threat. The good news is that unlike a nuclear arsenal, quantum-safe security doesn't require rival stockpiles — it requires cooperation, standards, and a head start. The bad actors are already collecting. The question is whether the good players finish building the lock before the safe gets cracked.
